A norwegian limited company (AS) has to consist of minimal one shareholder and a chairman. You can also register a manager or a contact person if you wish, but they are not mandatory.
Valid roles in a norwegian limited company (AS) are: Chairman, Director, Deputy, Manager or Contact person.
If you have ownership in the company, you are by definition a shareholder.
